In 2017-2018 Jen was engaged by Parks Victoria to project manage the development of a Coastal Management Plan for Belfast Coastal Reserve near Warrnambool. This involved sub-contracting Tamara Boyd (Intrinsic Scope) to write the plan, Luke Edwards (Canidae Development) to produce and analyse maps, and Peter Boadle and Sally Chandler Ford to provide strategic advice and writing support.
Jen’s role also included engagement advice and support, as the Reserve is the site of contention due to the practice of racehorse training in the habitat of Hooded Plovers and other EPBC-listed species.
Engagement support included facilitation of drop-in sessions and listening posts (with Andrew Howard Consulting), designed to explain the draft Coastal Management Plan to community members and stakeholders, and encourage feedback. Andrew Howard synthesised the feedback of hundreds of submissions and produced an Engagement Report with Jen’s input.

Upon release of the Minister-approved final plan in August 2018, Jen facilitated follow-up community drop-in sessions.

During March 2019 Jen was asked to liaise with amateur horse trainers and coordinate the process of their application and evaluation for training licences within the Reserve.
