In July 2016 the Victorian Government introduced the Smart Planning program, a series of initiatives aimed at making the planning system easier to understand, and more efficient, accessible, open and collaborative, through simpler rules and modern digital tools. The project contained three stages, these being ‘Improve’, ‘Reform’ and ‘Transform’.
The ‘Transform’ stage focused on the needs of Victorians over the next 30 years.

In 2017 Kismet Forward was engaged by the Department of Environment, Land, Water and Planning to design, facilitate and report on 11 regional and metropolitan workshops. These opportunities gathered feedback from key stakeholders as an important component of the ‘Transform’ stage.
